Themes

Agriculture

Problem

  • Delay in settling of crop insurance claims under the Pradhan Mantri Fasal Bima Yojana
  • Rejection of crop insurance claims under the Pradhan Mantri Fasal Bima Yojana

Details

The Government of Odisha has enrolled multiple farmers across the state under the Pradhan Mantri Fasal Bima Yojana (PMFBY) this year. The number of enrollments has been increasing every year and the Government hopes to reach more farmers in a short time.

Even though the scheme has been designed to be pro-farmer, there have been operational issues in the field. One such challenging problem is the delayed settlement of insurance claims and their rejection by insurance companies. Insurance companies are yet to clear almost 33 percent of estimated claims to the framers who come under the PMFBY.  Due to these issues the state has witnessed farmer agitations about the lack of clarity in the settlement and disbursement of insurance claims.

Expected solution

Your solution must contain the following features:

  • Track when a crop insurance claim is settled
  • Track when the insurance company disburses the insurance claim
  • Track when the settlement amount is credited to the farmer’s bank account

Stakeholders

  • Farmers
  • State Agriculture Department
  • Other Government departments
  • Insurance companies

Problem

Every year saplings are planted across Odish during different events with a lot of enthusiasm However, most of them die untimely death due to lack of care and maintenance.

Details

It is heartening to see the people of Odisha showing a lot of interest in planting saplings across the state. People typically do this during various occasions and especially during the rainy season. Government as well as non-governmental organizations and institutions also do this during various events. Government organizations distribute saplings at a nominal cost to individuals and institutions to encourage tree planting. With all this, a significant number of saplings are planted every year.

A sapling needs attention and protection against grazing, dry conditions, and hazards of other biotic and abiotic factors. They also need watering and manure from time to time. However, due to lack of care and support many of these saplings die long before they become a tree.

Expected solution

Your solution must contain the following features:

  • Locate planted saplings on Google Maps and track their status (whether they have grown, need watering, manure, etc.)
  • Create a database of such saplings/trees with geo-spatial references

Stakeholders

  • Forest department
  • Other Government departments
  • International institutes
  • Non-governmental organizations
Education

Problem

Lack of alumni tracking and poor alumni interaction among students who have graduated from educational institutions across Odisha.

Details

Universities, schools, and other educational institutions in Odisha do not have the infrastructure to track alumni and facilitate alumni interaction. Every year when students graduate from different institutions across Odisha, some of them register as alumni, however, there is no single platform for them to register, network, and communicate among themselves as well as with their alma mater.

Expected solution

Your solution must contain the following features:

  • Information of students who have graduated from 10th, 12th, graduate, post graduate, and doctorate degrees must be captured

  • Single, bi-lingual platform for the alumni to register and facilitate interaction among the alumni as well as with their alma mater

Stakeholders

  • Public
  • Government
  • Institutions including schools, colleges, universities, etc.
Healthcare

Problem

Non-Communicable Diseases (NCDs) are estimated to cause more than 60% of all deaths.

Details

Non-Communicable Diseases (NCDs) are estimated to cause more than 60% of all deaths and considerable loss in potentially productive years of life as they are chronic.

The Government of Odisha is committed to addressing this problem by ensuring a free supply of medicines and free testing for common Non-Communicable Diseases. However, the service delivery has to be synchronous.

Though facilities are available in different government health facility centers, public awareness is still low for accessibility to services regarding investigations being carried out, disbursement of free medicines, counseling services, rehabilitation services, and the period of availability of these services in these health centers. This information asymmetry causes many chronic patients to incur huge out-of-pocket expenses.

Expected solution

Your solutions must contain the following features:

  • An app that can be used for healthcare service delivery centers and facilities available to the public in nearby locations and in real-time

  • Healthcare data available on the app can improve the base of beneficiaries in the different government health centers consistently

  • Listing quality of health care service by tagging nearby healthcare facilities

Stakeholders

  • Public
  • Government
  • Health care providers
Housing and Urban, Smart City

Problem

Cities across the globe, especially emerging markets, are witnessing significant urbanization. Despite the decentralization of solid waste management, it is one of the major challenges.

Details

The Odisha government intends to solve this challenge in a sustainable manner. It has already taken several important steps in this regard like the ‘Decentralized Waste Management’ initiative that promotes segregation at the source and recycling. Furthermore, through the ‘Swachh Saathi Abhiyaan’ and ‘Swachh Bhubaneswar Abhiyaan’ initiatives, Odisha Smart City is improving collection by augmenting its fleet, mechanizing road sweeping, and implementing conservancy cleaning, drain cleaning & de-silting. The main cause of waste is also land sliding and industrial waste.

To ensure that decentralization waste management runs smoothly, the government has taken many steps but requires new technologies to step in so that they can be renewed and help in the waste management system.

Expected solution

Your solutions must contain the following features:

  • Application that can track garbage pick-up based on demand, Governance, and monitoring of municipal field staff

  • Monitoring industries about recycling and reusing industrial waste

  • Ideas for ensuring 100 %  waste segregation at source and methods to Improve scientific disposal of garbage

Stakeholders

  • Public
  • Government
  • Health care providers
  • Municipal corporations
  • Private agencies under Public Private Partnership (PPP)
