Identification and templatization of workflows requires manual efforts. You need to identify a workflow pattern, and pre-populate the project task description field with a template, by tracking and analysing issues, discussion threads and activity performed per issue. The pattern needs to be backed on frequency, duration, priority, etc. to be finalised into a workflow.
